Aaron I see your point; however, my interpretation of a democratic government is that the government represents the people that make up the citizenry of that organized body. Whether we live in a democracy is certainly open to debate! As for companies getting to fleece the citizenry by ducking reasonable fees for extracting minerals, they are simply undermining the democratic principles that should be guiding all decisions by any government claiming to represent the people. What happens in reality is certainly a different story with insider politics leading to really bad deals for the landowners (citizens) and really good deals for the corporations in positions of political power.

The State owning animals is not the same as the people of the state owning them. I liken it to how monarchical societies would claim that the animals belong to the crown.

Companies that mine on federal lands routinely protest the fees, and win. (This was true during the Bush years, not sure about today.)
